RCA Criteria for Holding RCA Events outside the RCA Region
Endorsed by the 30th RCA GCM in Vienna in September 2001


At the 23rd RCA Meeting of National Representatives held in Dhaka, Bangladesh on 18-20 March 2001, the National Representatives suggested the need to develop a set of criteria to guide the selection of events that could be hosted outside the region.

Following is the proposed criteria for that purpose reflected comments from the Member States.

RCA events can be hosted outside the region if:


1. The hosting of the event outside the region gives RCA Member States access to human and physical resources that would not otherwise be available if the event is hosted in the region

2. The event is receiving sufficient funding and other support from sources other than hardcore RCA project budget to justify the additional costs of funding the event outside the region; for example, the event must be fully or partially (more than 50%) funded by other organizations outside RCA, or the event is within a footnote a/ project funded by a country outside RCA providing their facilities for the event

3. The standard agreed RCA implementation arrangements are met which includes allowing fair access to the event by all eligible participants form RCA Member States. (This would include for example, the no visa restrictions.)
4. If the event is also open to participants from other regions, their participation should not jeopardize the participation of those coming from RCA Member States.

5. The IAEA would also have a say in the selection of lecturers and participants to the event.
