1. Introduction

The 37th NRM approved the RCARO’s Work Plan to improve the RCA Website Information Service including a public version of RCA Annual Report to be uploaded on the RCA Website through formulation of guidelines by the expert group. In this regard, the Workshop on Establishment of Guidelines for Enhancement of the RCA Information Service was held at the Novotel Ambassador Hotel, Busan, Korea on 15-16 June 2015. The Meeting was attended by 11 participants: Participants from MAL, PAK, PHI, SRL, and RCARO. A List of Meeting Participants is given in Annex 1 (Note: all annexes referred to hereafter are posted on the RCA Website www.rcaro.org).

2. Opening Session


2.1 Opening Remarks by Mr. Kun-mo Choi, Director, RCARO

Mr. Choi warmly welcomed all the participants and thanked them for attending the Workshop. He highlighted the importance of the Workshop in further strengthening the role of RCA information service and wished for lively and participatory discussion.

2.2 Designation of Rapporteur

The Meeting designated the RCARO as rapporteur.

2.3 Adoption of Agenda


The Meeting adopted the agenda as set out in the distributed draft. Meeting Prospectus and Programme are given in the Annex 2 and Annex 3.



3. Session 1 – Review of the RCARO’s Working Paper on Enhancement of the RCA Website Information Service

Ms Soo-youn Hwang, Project Officer of the RCARO, gave a presentation entitled “Review of the Working Paper on Enhancement of the RCA Website Information Service (Annex 4).” This dealt with the following topics:
  • Background
  • Status of the RCA Information Service
  • Issues Related with the Operation of the RCA Websites
  • Recommendations for the Enhanced RCA Information Service
It was mentioned that it would be necessary and timely to review and identify means to improve the current RCA information service as it has been three years since RCA Website’s last renewal.

It was noted that the current website maintenance system has such issues as ID/PW sharing inconvenience and the quality of information provided by the IAEA and GPs. Specifically, the need to overcome the problem of ID/PW sharing inconvenience was emphasized to ensure accessibility of stakeholders and active utilization of the RCA Website. Regarding the level and quality of information provided by the IAEA and GPs, it was noted that frequent and continuous update of RCA Project documents and GPs’ news and events was necessary.

It was also highlighted that due to the distinction in access to data between members and non-members, only limited information is provided to the non-members. The Meeting agreed that the RCA Website should expand its usage and coverage of its information so as to effectively utilize the Website information service.

Conclusions and Recommendations

Conclusions:

Although the RCARO has successfully managed the RCA Website Service in the past years, it was agreed that actions to improve efficiency of the website information service be taken through RWA designation, networking improvements with the GPs and IAEA, and uploading a public version of RCA Annual Report.
The Meeting agreed that the designation of RWA is a way of effective and systematic maintenance and management and therefore should be encouraged. It was also agreed that an active involvement of the IAEA and GPs was necessary for improvements in the level and quality of the RCA information including projects.
Considering that the current website allows limited access to the information to non-members, a public version of the RCA Annual Report would provide more meaningful information on the RCA to the public, contributing to increasing the awareness of the RCA as one of the promotional activities.

Recommendations

It was recommended;
  • guideline for the designation of RWA be established. 
  • an active involvement of IAEA and GPs for provision of RCA information be encouraged.
  • guideline on making the public version of the RCA Annual Report be established

3. Session 2 – Guideline on Designation of a RCA Website Administrator (RWA) in Each GP

Mr Mohamad Safuan Bin Sulaiman, Research Officer of Malaysian Nuclear Agency, gave a presentation on “Guideline on Designation of a RCA Website Administrator (RWA) (Annex 5).” He provided information on roles and responsibilities, qualification, relevant experiences and competencies of RWA to be considered by NRs in the designation of RWA in each GP.

Following the presentation, the Meeting deliberated on the guideline document as jointly drafted by Mr Abdul Muin Abdul Rahman, Manager of Research Management Centre of Malaysian Nuclear Agency. There was extensive discussion on the draft and the Meeting recognized that there is a need for RWA designation both in accessibility and content management of each GP. The Meeting also discussed and agreed on the qualifications of RWA as a prerequisite.

In compliance with the established guideline, RCARO will develop an administration webpage and a manual for functioning of RWAs in consultation with the IT experts.

Conclusions:

The Meeting agreed that the designation of RWA in each GP would result in more systematic and effective maintenance of the RCA Website. The Meeting established guideline on the designation of RWA which is attached as Annex 6.

Recommendations

It was recommended that RWAs be in charge of managing user ID and password and also updating news and events of each GP on the RCA Website in consultation with the NR and RCARO as stipulated in the established guideline.

4. Session 3 – Discussion on Efficient Provision of RCA Information by the IAEA and GPs

Ms Nydia C. Medina, National TC Liaison Officer and National RCA Project Officer of Philippine Nuclear Research Institute gave a presentation entitled “Means/Views to Improve Provision of RCA Information Service (Annex 7).”

She took note of the RCARO’s efforts on making the RCARO Website efficient, by fostering easy information availability to good quality data.

However, it was mentioned that there has been insufficient contribution of the IAEA and GPs which resulted in limited information on the RCA Website. There is a need for the IAEA and GPs to be more active in contributing useful information in a timely manner.

Conclusions:

It was emphasized that in order for the RCA Website to provide more fruitful and satisfactory information in a timely manner, close cooperation among the RCARO, IAEA and GPs is necessary.

Recommendations

For better information flow, it was encouraged that IAEA and GPs appoint a person who is responsible for sending relevant information to the RCARO. As recommended in Session 2, the Meeting noted that RWA should take a responsible role in updating news and events of each GP on the Website. In case of the IAEA, it was recommended that a person be designated to support RCA FP in providing information to the RCARO.

5. Session 4 – Discussion on a Public Version of RCA Annual Report

Mr Feroz Shah, Senior International Relations Officer of Pakistan Atomic Energy Commission, gave a presentation on Discussion on a Public Version of RCA Annual Report based on the draft guideline prepared jointly with Mr H.M.N.R. Bandara, Deputy Director (International Cooperation) of Sri Lanka Atomic Energy Board and National Liaison Officer to IAEA. The presentation dealt with issues of background, format, contents, upload, and procedures as well as an example of public RCA Annual Report (Annex 8).

To ensure that in-house data is secured, the Website has kept strict distinction between the members and non-members in providing information, but there was a wide concurrence in recognizing the lack of sufficient information to the non-members. As the RCA Annual Report provides comprehensive information of the RCA status of the year, it can be regarded as one of the most useful documents to learn about the RCA and its projects. By publishing a public edition of the RCA Annual Report which excludes information irrelevant to the public, the Website would be able to enhance the information service.

Conclusions and Recommendations

The Meeting established guideline and an example for a public version of the RCA Annual Report which are attached as Annex 9 and Annex 10.

7. Closing

Mr. Choi thanked the participants for their active participation and contribution to the Workshop for Enhancement of the RCA Information Service. He wished all participants safe journey home.
