The thirty-sixth RCA General Conference Meeting held in Vienna, Austria on 14 September 2007,

 

(a) Recalling that the 32nd RCA General Conference Meeting in 2003 adopted a Resolution on the Establishment of the RCA Regional Office (hereinafter referred to as the RCARO) in the Republic of Korea (hereinafter referred to as the ROK) for an interim period of two years,

 

(b) Recalling that the 33rd RCA General Conference Meeting in 2004 extended that interim period by a further year, and that it also revised the mandate of the RCARO,

 

(c) Recognizing that the RCARO entered into full operation in 2005 pursuant to a decision of the 27th Meeting of National RCA Representatives,

 

(d) Acknowledging that the RCARO has contributed to the development of the overall RCA programme byincreasing ownership by the Member States, in particular increasing RCA visibility in the region, and by increasing the possibilities for new cooperative partnerships,

 

(e) Bearing in mind thatthe host Government of the RCARO has supported the operation of the RCARO including financial provision, and that the RCA Member States have made valuable contributions to the RCARO activities,

 

(f) Noting that the National RCA Representative of the Republic of Korea, as the host Government of the RCARO, requested the RCA to consider a redefinition of the roles and status of the RCARO at the 29th Meeting of National RCA Representatives in 2007, and

 

(g) Noting that an RCA Working Group formed by the 29th Meeting of National RCA Representatives to look into the issues raised by the National RCA Representative of the Republic of Korea has recommended strengthening the 2004 resolution,

 

1. Confirms that the Director of the RCARO has the authority to act on behalf of the RCA in order to fulfill its mandate as set out in the Guidelines and Operating Rules of RCA given by the RCA Member States;
2. Requests all RCA Member States to provide necessary support for the Director of the RCARO to that effect with their best capacity; and
3. Requests the RCA Secretariat to continue extending cooperation to the RCARO.
